　　Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

　　Environmental protection and preservation have become of pressing importance in recent years, particularly with regard to the means through which such initiatives are funded. There are compelling arguments for both individuals taking individual responsibility for their local environment, just as there are such arguments for government taking on a greater role.

　　Government intervention into environmental affairs has been an issue of some contention in some countries in the west, with civil liberties campaigners arguing that allowing government an over-bearing role in such matters leads to an erosion of individual liberty. A larger state, they argue, inevitably leads to bureaucracy and the state power wielding overweening power.

　　Individual measures to protect the environment range from charitable and social campaign groups raising awareness of the importance of environmental protection to encourage people to take individual responsibility for their area or community. While raising awareness among people can go some way towards creating greener communities, such initiatives do not tackle larger environmental problems, such as pollution and deforestation.

　　On the whole, I would argue that the best way to tackle environmental problems is for the state to play a greater role through legislation and investment in environmental protection schemes. Individual and community initiatives can certainly go some way towards making local areas better, but they are not as effective as the kind of measures governments can take. To politicise the argument about the role of the state in environmental protection is to underestimate the scale of the problem and to ignore the severity of the threat.
